Sport on ANZAC DAY Legalities - TO:AFL Victoria Members, FROM: Peter McDougall, Manager – Community Football Development
As you all would be aware, this year ANZAC Day falls on a Sunday. Predominately junior games are played on Sundays, and to assist leagues I have discussed the requirements of football with the Victorian Government. To avoid any confusion I have identified some key points below and also attached the Sport on ANZAC Day flyer.
• Events where spectators are charged admission that begin after 1pm will need to be authorised by the Minister for Sport, Recreation and Youth Affairs. This is to be submitted by the club to Mr Joe Was, Business Manager, Sport and Recreation Victoria. If you have any queries in relation to playing sport on ANZAC Day please contact him on 9208 3422.
• Junior clubs who do not charge admission are requested to contact their local RSL and inform them of all home games, the time of the games and venue they will be played at. It is also requested that a minute silence is held at the beginning of all junior games.
• It is the responsibility of each AFLV Member to ensure that the ANZAC Day Act 1958 requirements are met (see attached flyer) prior to games played in your league.

SPORT ON ANZAC DAY
Attention is drawn to the provisions of Anzac Day Act 1958 which prohibits the playing of Sports on Anzac Day where an admission fee is charged or donation sought without the prior approval of the Minister for Sport and Recreation.
For the purposes of the Anzac Day Act, ….. paragraphs abridged
The requirements of the Anzac Day Act, which must be observed, are outlined below:
1. Written approval of the Minister for Sport and Recreation is required for any sporting event to which an admission fee is charged or a donation sought.
2. No sporting event, where an admission fee is charged or a donation is sought, can commence before 1.00 p.m. on Anzac Day. If other events eg junior matches are to take place before the main sporting event, for which the Minister’s approval is being sought, then no fee or admission can be charged or donation sought for the main game until the other activities have concluded.
3. A portion of the net profit earned by a sporting event approved by the Minister needs to be paid into the Anzac Day Proceeds Fund, or another approved Patriotic Fund.
4. A detailed statement setting out all receipts and expenditures in connection with sporting events held on Anzac Day should be submitted to the Minister for Sport and Recreation within two months of Anzac Day.
If your Association/Club intends to conduct any matches in Melbourne within 50kms of the Melbourne G.P.O. on Anzac Day, it may wish to consult with the Returned Services League, Melbourne, on telephone number (03) 9655 5555 with a view to reaching agreement on the amount of donation which should be paid to the Anzac Day Proceeds Fund. If a country association/club wishes to conduct matches it should consult with the local R.S.L. Sub-Branch to determine the amount of the donation and the name of the Local Patriotic Fund to which the donation will be paid.
Associations or clubs should then apply to the Minister for his approval and include details in their application of the agreed donation and name of the Fund to which the donation will be paid.

    + possible night game(s) and Opening Ceremony (dependent upon obtaining a ground with lights);
  • Tuesday 12th October – First main Game Day;
  • Friday 15th – Second Game Day;

    NOVEMBER UPDATE from the BOARD - Hi All,
    The Board held its November Meeting this week and with due deliberation has decided to hold the AGM in the first week of February 2010.
    At the present time we are in negotiations with S.E.N. re entering a side into the competition.
    We also have interest from a number of potential Clubs – Dingley, Skye, Northern Saints, and Port Colts.
    There also is a structure move in one Club dropping out their second Over 35’s side.
    Eastern Dists. have applied for a Masters team.
    There have been applications for more Over 47’s teams including – Essendon, Darebin, Gisborne, Melbourne, and Glen Orden. The North Over 47’s is in limbo at present.
    The Board are working hard to ensure our growth is sustainable and working hard in making the competition is as balanced as possible. The fixture is the next big work in progress. How the League is structured is being explored?
    We are looking at a number of different ways to set up 2010.
    1. Traditional Division 1- 10 teams, Division 2 – 12 teams, Division 3 – 12 teams
    2. Premier Division (10 teams ) then North & South (as above)
    3. Premier (10 teams) – 3 divisions of 8 teams (Regional)
    4. Premier (10 teams) – 4 Divisions of 6 teams (Regional)

    The start of 2010 is another work in progress.
    When we can start is in the hands of the Councils BUT we are hoping for an April start.
    We have interest for an ANZAC Day match type schedule.
    What ever happens we will have a season and we will skip Mother’s Day and the Queen’s Birthday weekends.
    On the National Carnival side of things we are not sitting back and resting on our laurels, the Carnival review gave us many positives and we hope to rectify the few negatives that occurred.
    The 2010 Carnival is in sunny Canberra Tuesday 12 October – Tuesday 19th October, being played at Duntroon military college. More later.
    2009 Carnival Reunion – will be held early February as well

    CAIRNS CARNIVAL - Well another one bites the dust and we all can get over the aches and pains in a leisurely manner. Reflect on the time we had and look forward to the next one. Although it will definitely be a little cooler I suspect. (CANBERRA) It will come around quicker than you think – start your plans now.
    In the meantime on behalf of the Board of Management I would like to extend our congratulations to everyone involved in making this Cairns Carnival a great success on and off the field. Without your efforts none of it could be done. Your diligence, patience and camaraderie were exemplary. Well done and again a great big thanks. It was the smoothest for a long time.

    MINI-CARNIVALS - There are several proposed Mini-carnivals
    Gold Coast (maybe Labor Day WE), Sale (Mid-March), Pambula (Easter), Echuca (Easter), Bali? (QueensBD WE)
    Below are some details from the Gold Coast.
  • GOLD COAST - MARCH 2010: Date: TBC however more than likely (subject to ground confirmation) will be either: Friday 5th - Sunday 7th March 2010 OR Friday 12th - Sunday 14th March 2010
    Gold Coast Old Boys league will assist with the following:
    Accommodation: Various options will be available.
    GCOB will provide teams with numerous different accommodation options (dependant if your club is coming on a family weekend or a boys trip – or a combination of both).
    Airport Transfers: Groups will be collected & dropped back to Gold Coast airport
    Meals & drinks: We are currently in negotiation with several venues to either sponsor and/or subsidise meals & drinks for the weekend
    Flights: We are currently speaking to several flight operators to see if we can make some group reservations. As soon as we hear back we will let you all know!
    FYI flights for either of these weekends with Tiger Airways is only $160 (leaving Friday & back to Melbourne on Sunday/Monday).
    - Format: We are currently confirming ground availabilities and dependant on how many teams are interested in attending the weekend, we are aiming to have 2 divisions (possibly 3) which will be graded on skill levels of the individual teams entering.
    - At this stage we are trying to secure 2 grounds & the format will be 2 * 10 or 15 minute halves (again depending on number of teams that have entered & fitness levels of the teams per division).
    - We will aim to get each team a minimum of 2 or 3 games plus finals.
    - Again, dependant on teams entering, we will aim to have the competition completed on the one day (Saturday) with the day culminating in the Grand Final (possibly under lights).
    - After that an official function will be organised at a local bar/restaurant
    - BBQs & drinks will be available all throughout the day
    - Transportation will be provided to and from hotels to playing venues
    Trip Itinerary/Costings: GCOB will put together a weekend package for all teams that will include:
    - Accommodation - Airport transfers - Transfers to and from hotels - Discounted meals & drinks at various venues - Free/discounted entry into nightclubs, etc
    Plus we will be aiming to also assist with flights (if we can secure some group bookings).
    As a rough guide we will be aiming to put the following package together for approx $200-250 (hopefully closer to $200) - Two nights accommodation - Transfers (from airports & game day) - Discounts at pubs/restaraunts, etc (possibility of a meal and some complimentary drinks as part of that package)
    Summary:
    - The weekend will aim to be as flexible & as fun as possible for all teams attending
    - All clubs from all different standards/fitness levels, etc will be catered for
    - We are currently in process of inviting most old boys/Super Rules clubs from the Eastern states to hopefully come up for the weekend
    - Should clubs not be able to attend then it would be appreciated if you can still pass on the details as we can place individuals (or small groups from a club) into mixed teams, etc.
    - As soon as we know a final date in March then we will pass that on
    - If you have a preferred date, then please advise ASAP
    WHAT WE NEED FROM YOU
    Be great if you could reply back to the following that would be massively appreciated (a 1 line/word reply is fine)
    (1) Do you think your club would be interested?
    (2) Are the 2 dates ok for your club? If not then please advise what other dates would be more suitable
    (3) If you don’t think your club as a whole will be interested, then please advise if you think some individuals or a small group from your club might be keen (if so we will then combine them with another team, etc)

  • Can you get 9 players?: After speaking to quite a few teams over the last month or so it seems there is still a bit of interest for teams to come, but numbers seem to be holding clubs back from committing.
    Thus we have decided that we will 100% offer at least one ‘9 per side’ division on the day.
    Depending on numbers of teams entering and their numbers we may even make the whole tournament 9 per side.
    Please let me know if this new format will make it any easier for you to get 9 or 10 blokes together?
    As we have said from day 1, even if you can get 6 blokes together it would still be great to see you up here.
    Other updates:
    - We have secured cheap accommodation in Surfers for $60 per night
    - Airport Transfers we have also now sorted – this will be $25-30 per person return airport transfers
    Please let me know if this new format suits your better.
    There is a Pre Season game on the Friday night at Southport as well with Brisbane Lions in action so a great weekend of footy, sun, surf and women!

    Supers Club - Ladies & Gents, SupersClub President Steve Eurell has asked me to forward the following message to all SupersClub members both new and renewing members and those who may be interested in joining:
    We look forward to catching up in Cairns and would like to update you on our SupersClub activities during the carnival.
    The SupersClub activities will include:
    * Thursday 1st October, 8 – 9 pm. Drinks and gifts at Cazaly Stadium on the opening night of the carnival;
    * Tuesday 6th October, 5.30pm – 6.30 pm. Mayoral Reception for SupersClub;
    * Tuesday 6th October, 7 for 7.30 pm. Hall of Fame Dinner at the Cazaly Club at Cazaly Stadium.
    The SupersClub will initially meet informally for drinks and finger food. Informally means no need to dress up.
    The Opening Ceremony will be at 6.30 pm at Cazaly Stadium and will be followed by two games under lights. We invite all SupersClub members to gather at The High Flyers Club at the top of the grandstand at Cazaly Stadium between 8 – 9 pm, Thursday 1st October 2009. This will also provide us with the opportunity to hand out the usual array of gifts for new and renewing members.
    All SupersClub members are invited to a Mayoral Reception at the Cairns Civic Centre: Dress is neat casual – collared shirt and trousers for gents.
    5.30 – 6.30 pm, Tuesday 6th October 2009.
    Following the function we will then move on to the Hall of Fame Dinner at Cazaly Club at:

Planning to play Ambrose, all four hit then all four hit from the best ball, probably no requirement for number of drives.     B&F Presentation Luncheon - GF Day - Ladies & Gentlemen,
    Due to the unavailability of the venue booked in May, due to circumstances outside of our control the AFL MASTERS PRESENTATION NIGHT has been cancelled.
    I received notification of this late last Wednesday and after consultation with the Board decided that the night would be cancelled and the alternative would be to present the awards at the Grand final Function at St. Bernard’s as we did last year.
    I will publish the Best & Fairest votes and goal kickers next week. All winners will be invited by the Board to attend the luncheon (free of charge).
    More to come about the Grand Final Function later. Remember ALL Clubs are responsible for 5 people at the function. If you have more please inform me so I can cater for them. - Fletch
